Is this a necessary step?

It depends… if you do not like using many products and you know you won´t use it no you can skip this step and wash your face with soap, leave it damp and follow up with the facial oil. However by using the Hydration Mist you are gaining so many skin healing and nourishing benefits which are locked in all day long by the facial oil.
We would not have created it if it didn´t contribute!

Where does a cream fit in this, do I need one?

Technically you don´t need one. This product is created to be used in combination with the facial oil and so both parts make up a rudimentary cream formulation – obviously without the emulsifiers, etc. But you get the water part which is the Mist – packed full of water soluble actives and skin calming hydration, and then you seal it in with the facial oil which contains the oil part of a cream formulation so that is all the oil soluble components, giving you the best of both!
Should you still want to use a cream of course you can! Put it on after the Mist and before the Facial oil.

Can I just replace the spritz with rose water?

You can do whatever you would like and feel is best for your skin. Of course rose water is a beautiful alternative on it´s own or in fact most hydrosols but you will not have the same effects as with the Hydration Mist because it isn´t supercharged with our active ingredients.
